I had a closer look on http://www.apache.org/dev/release.html and http://incubator.apache.org/incubation/Incubation_Policy.html#Releases ... it seems, that it is required to have regular voting as for other releases, otherwise we would not be able to publish a "thrift compiler for windows" on the official site => so I did nothing on that topic

3.
Maven publishing at Apache is described here:
http://www.apache.org/dev/publishing-maven-artifacts.html
it also includes the voting process and snapshot publishing.
I just created a ticket, so that Thrift will be able to publish, see
https://issues.apache.org/jira/browse/INFRA-3056

contrib/mingw-cross-compile.sh on Debian GNU/Linux) available here :

what about releasing that binary to
http://www.apache.org/dist/incubator/thrift/0.5.0-incubating/
and update the download page?

I'm ready to do all these steps and update
http://wiki.apache.org/thrift/HowToRelease as well.
