It's a good idea, no matter who had it. If nobody actually comes up with an implementation of a SVN plugin, I might work on it (in late summer). I'll be working on a project where I have to deal with the SVN API next months, so right after that I might know enough about it to be able to write such a plugin in reasonable short time.
