WebDav is not available to everyone. WebDav only works for those who have a very old free Hotmail account that was granted continued free WebDav access by Microsoft years ago. How can you tell? If you can set up your Hotmail account as an "http" account in Outlook Express then you have WebDav access. MS intends to terminate WebDav access as some yet to be specified date.
