I am using Webmail 1.3.2 and Webmail - Hotmail 1.2.17 in Thunderbird on Windows XP SP3. When I started receiving "negative vibes" messages, I switched from "Hotmail Live (New website)" to "WebDav". No more "negative vibes" messages and mails are being received properly. I don't use Hotmail to send, so I can't comment on that aspect.
