That may well be because you do not get to choose whether WebDav works on your account - Microsoft does.
WebDav works only for Hotmail accounts where you pay for WebDav access or for those very, very old Hotmail accounts that were granted continued free WebDav access by Microsoft many years ago. (I need a way to post this by single keystroke over and over again in this forum until - very soon - Microsoft executes the long promised final demise of all WebDav access forever).
