not really the tbird go to the web page and downloads the page individually
if you cant connect or web  page is slow in loading.
tbird will have problem.

now windows xp  which is what i use on a broadband connection is not 
optimize
I seen slow video download on  sites like utube and fancast.
The lag was so notable.
and i did a fresh install of windows xp last week.
I then use tcip optimizer
just change under the advance setting the concurrent web  page to 10
and that went away

also over time
a fresh install may be the best way to clean your windows.
it would clean out the  bad registry setting and speed up your machine.
I have  seen machine running 60 process using a quad core
and it net access is slower then my single core
and i am running only 30 process

The worst program i know of in the past is norton antivirus
major slowdown. I heard they improve it in the 2009 version
