You are referring to network.cookie.cookieBehavior, which was set to 0. I changed it to 2 and restarted TB. This seems to have resolved my issue as I am now receiving email on both accounts. This seems rather obscure for others. Besides the method you just provided, hopefully you'll be able to find a simpler resolution.
