No, it cannot emulate IMAP.  If one wants IMAP then you move to
Windows Live Mail and you can have an IMAP experience with any old
Hotmail account courtesy of Microsoft's proprietary DeltaSync
connection.

Why Webmail .....

if you happen to be (from some locations) forbidden to use the secured
ports demanded for Hotmail POP/SMTP access

if you want to download custom folders from the Hotmail server
(anything other than from the Inbox) - which
is totally forbidden by the POP3 protocol enforced by the Hotmail POP
servers.
