There is operating system that blocks ports below 1024 as well so yes
you can change the default settings.

You will need go the Webmail add-on, click on options, then click on
servers, there is your change webmail smtp port settings. You also
need to go to the account setting for your outgoing smtp for which
ever webmail addon that you using. For example: Webmail - Localhost.
You have serveral different smtp's as long as they are name
differently.

Btw the IMAP port is disable in webmail so it will not running but the
POP and SMTP both should both have green lights.
