I'm running Thunderbird 3.0.5 for Linux and under Edit menu, Preferences, General tab, there's a working button for Config Editor. Maybe they just changed the Windows version? Or, maybe I'll see the change when my Linux distro makes TB 3.1 available thru its repositories.
