Attempt to connect to hotmail.account - new account in Tbird - domain

ERROR: Could not connect to server localhost, the connection was
refused.
The msn account is an msn premium account that is about to revert to a
standard account.

Was able to create a regular Tbird account for this hotmail account &
it worked.
That account has been deleted from Tbird.

Environment:
Win XP SP3 + hotfixes
Tbird 3.1.1
Webmail 1.3.8
Hotmail 1.2.28

Actions Taken Already:
1. WebMail POP & SMTP servers are running default ports 110 & 25
2. WebMail domain list is populated & shows msn.com
3. WebMail logging enabled.
4. HotMail Add-On options
        POP Tab
                all unchecked - no folders added to download folders - yet
        SMTP Tab
                When sending rich text emails which part should be sent - Send 
plain
text.
5. Verified host file contains 127.0.0.1 localhost
6. Changed account settings to 127.0.0.1 anyway - no joy - set back to
localhost
7. Briefly dropped Windows Firewall - no joy
8. AVG AntiVirus [paid] 9.0.851 is running. Logs show no issues.
9. The only other Tbird add-on is Mail Tweak 1.0pre10
10. Account Settings in Tbird - this is the only account
        POP Mail server  localhost port 995  UserName [email protected]
        Connection Security  SSL/TLS  Authentication method: Normal password
        Outgoing SMTP Settings   Microsoft Live Hotmail - local host
[default] using port 587

At this point I fear I am missing something really simple.
Please jump right in and confirm my fear.
