Cookie behavior is set by default to 2.

If accessing hotmail via an actual Pop3 connection then your not using
the webmail extension. The webmail extension tricks TB into thinking
that it is accessing a Pop3 connection but actually it not. Since I
went behind a firewall recently I must use webmail to get out unless I
disable the firewall protection on Pop3 port.

I use Poppeeper as a backup for Hotmail webmail access but I prefer
using TB.
