Hi Guys Am experiencing the exact same symptoms.
Have just applied the 29b8 and web mail patches and still the same result. Also checked hotmail page and its working OK. The only difference is that it says its "Downloading Messages 1 of 38" then Then The RETR command did not succeed. Error retrieving a message - negative vibes on Hotmail.com Versions TB 3.1.1 Webmail 1.3.9b1 Hotmail 1.2.29b8 Hope this helps.
