The tar file contains the xpi file. The tar file is just a compress file similiar to a zip. You can use PeaZip or any decompresser support Tar file that Mac can run to extract the file. Most of the time files are in the zip format here but Google is refusing the zip files for some reason so the alternate tar format is being currently used.
