Currently the core's url validation rule validates an url with or without
the protocol at the beginning. So both url formats shown below would be
validated

http://www.google.com
}}}

The rule 'url' should have a parameter ($strict maybe) to force validation
of complete urls only including protocol. So with $strict = true

http://www.google.com
}}}
would be validated but
{{{
www.google.com
}}}
would not.
