#5570: Controller::set and View::set behave differently

It the documentation for View::set, it claims to be analogous to
Controller::set. However, there is one rather annoying difference.
Controller::set camelcases variable names when an array is passed, yet
View::set doesn't.

In fact, I think it's very confusing that Controller::set camelcases in
one case, but not the other. Can we just pick one way? I prefer NOT
camelcasing variables passed to the view from Controller::set.

When searching, the only ticket I found relating to this issue is #4339.

Ps. "analagous" is misspelled in the View::set documentation (should be
"analogous").
