In Configure::write() error reporting is turned of, if debug is set to 0.
I think it would be better to use

if (function_exists('ini_set')) {
ini_set('display_errors', 0);
ini_set('log_errors', 1);
ini_set('error_log', LOGS.'php_errors.log');
} else {
error_reporting(0);
}
}}}
This way errors get logged in production environments and the log file can
be observed by log2mail for example.
