#5676: Number::toReadableSize() rounding errors

 Rounding in toReadableSize() produces inconsistent results. Incidentally,
 the current tests include a similar example, however the tests expected
 result is different from my expected result.

 {{{
 $bytes = 1024 * 1024 * 1024 - 1;

 echo $bytes / (1024*1024); // 1023.99999904632568359375
 echo $number->toReadableSize($bytes); // 1024.00 MB
 }}}

 I would have expected either of the following:

  * 1023.99 MB
  * 1.00 GB
