 {{{ Set::extract() }}} fails to extract from non sequential arrays like
 this one:
 {{{
 $data = array(
         'User' => array(
                 1  => array('id' => 1),
                 2  => array('id' => 2),
                 6  => array('id' => 3),
                 9  => array('id' => 4),
                 3  => array('id' => 5),
         ),
 );
 }}}

 It's possible that the main cause is that the array doesn't start with {{{
 0 }}} and not that it isn't sequential.
