Comment:

 According to the code you can use an array as the first parameter:
 {{{
 function form($params = null, $type = 'post', $options = array()) {
     $model = false;
     if (is_array($params)) {
         extract($params, EXTR_OVERWRITE);
     }

     if (empty($options['url'])) {
         $options['url'] = array('action' => $params);
     }
     ...
 }}}
 And the problem is probably that 'action' can't be an array.
