#5740: [test+patch] ShellDispatcher fails to see plugin shells

The ShellDispatcher looks for any plugins that have a vendors/shells dir,
but this action fails. This is because pluginPaths are set as camelcased,
but ShellDispatcher does not convert the nmaes back to underscored.
Attached is a test and patch. FYI: I had to move the path building code in
__initEnvironment to its own private method.
