#5747: $scripts_for_layout to exclude CSS and have another $styles_for_layout

 The reason is that one of the recommended best practices for site
 rendering performance is for scripts to be placed at the bottom of the
 document, i.e. before </body>. Thus some people put $scripts_for_layout
 there but this invalidates the document because some CSS ends up there.
 CSS should always be in the <head>. Therefore I suggest providing the
 freedom to use $scripts_for_layout at the bottom and $styles_for_layout on
 top.
