I am going to close this ticket again, and you are not going to re-open it
unless both of the following conditions are met: (1) Read the comment at
https://trac.cakephp.org/ticket/2942#comment:10, from paragraph 5 onward.
(2) Provide a patch against the Router/Dispatcher that re-architects it to
fix the bug in question, without breaking any of the existing test cases.
