#5778: Order of L10n map array (esp. fre, fra)

 We create our PO files from database entries and use L10n::map() to get
 from the language ID to the PO folder name.

 In case of FR (french) $l10n->map('fr') results in 'fra'. But in the
 l10nCatalog array the locale for 'fr' is 'fre'.

 Either the order of the two 'fr' lines in the mapping array have to be
 switched to

 {{{
 /* French (Standard) */ 'fre' => 'fr',
 /* French (Standard) */ 'fra' => 'fr',
 }}}

 or the locale and localeFallback of the 'fr' entry in the catalog array
 have to be changed from 'fre' to 'fra'.
