I think you want something more like this:

For the first 3 digits, the regex allows one of three options: [689]xx- OR
[689]x-x OR 70-x (Added support for personal rerouting numbers).
Because Spanish phone numbers don't have any consistent formatting for the
remaining numbers, the rest of the regex allows for: xx-xx-xx, xx-xxxx (2
digit area code), or xxx-xxx. Other more random formatting is not
restricted, such as xx-x-x-xx, but the validation is already fairly
stringent.
