 please can $javascript->link() have the ability to define an options
 array, so the charset can be defined. see below example

 <script src="example.js" type="text/javascript" charset="utf-8"></script>

 as the current $javascript->link() generates
 <script src="example.js" type="text/javascript"></script>

 I stumbled across this when trying to integrate this example
 http://www.severelimitation.com/projects/protomultiselect/
 The prototype javascript files required the charset to be defined.
