#5880: HtmlHelper should output a button instead of an input for tag 'button'

 HtmlHelper currently outputs a input HTML element when the 'button' tag is
 requested. This should be corrected to allow output of a 'button' element
 when required.

 Button elements allow for easy CSS styling, in comparison with equivalents
 like input with type=submit. Thus allowing for styled, accessible form
 elements, without loss of functionality.
