#5916: Bake i18n and empty strings in pot files

 When extracting strings from sources to generate pot files, empty strings
 are still added to the final po template.
 With PoEdit (and I think others editors) an error is thrown.

 It would be good to skip empty strings

 }}}
 To avoid generating such lines in the "pot" file :

 #: file_name.ctp:39
 msgid ""
 msgstr ""
 }}}

 It's just a small feature which could easily be solved I guess and would
 solve many debugging time !
