#5965: Add tag support to cache

With help from ricky, a member of one study group (
http://groups.google.com/group/zf-tw ), I made some changes to cache
component to make it support tags.[[BR]]
With tags support, I could make some relationships between cached
elements. When I changed one record, I only need to delete related tags in
cache instead of clear whole cached data. The data in cache with deleted
tags will be re-generated next time be loaded.
