#5978: Router::normailze function generates bad url

 in the Router class, in function normalize there is an error here:

 if (!empty($paths['base']) && stristr($url, $paths['base'])) {
                         $url = str_replace($paths['base'], '', $url);
                 }

 str_replace replaces all the matches. My site is running under:
 localhost/us
 So /localhost/us/users controller cannot be used with Auth component.
 normalize makes: localhost/us/ers
