#5982: Missing htmlentity when calling $html->link() with multiple query

 When using:
 {{{
 $html->link('Testo', array(
   'controller'=>'testo',
   'action'=>'tears',
   '?' => array(
     'cows'=>'moo',
     'cats'=>'meow'
   )
 ));
 }}}

 I expected a html link such as
 {{{<a href="http://my.app.com/testo/tears?cows=moo&amp;cats=meow}}}

 Instead, the normal & is included as a non-htmlentity as required by
 http://www.htmlhelp.com/tools/validator/problems.html#amp

 The issue stems from queryString() in router.php passing a plain & as the
 third parameter into http_build_query() on line 1160.

 Modifying the code to pass in '&amp;' corrects the issue.
