#5989: 'action' in Router:: parse is different than $ this-> params [ 'action']

 I found that when you send a URL as http://mydomain/admin/users/add,
 'action' in $this->params is $this->params [ 'action' ] ='admin_add', but
 $params=Router::parse(admin/users/add) shows $params [ 'action' ] ='add',
 I believe that both should show the same.
