#5991: Asset timestamps don't work with css filter

 When Asset.timestamp is set to true and you have
 Configure::write('Asset.filter.css', 'css.php');
 in your config, timestamps are not added to css files.
 This is because HtmlHelper->css tries to find the modification time of the
 css file in the ccss directory, which doesn't exist.

 Patch attached.
