#6045: HTML codes and unicode do not work with $html->link

 HTML codes, such as for punctuation and other special characters, do not
 work inside $html->link(string, ...) to produce a unicode compatible link
 string.

 reproduced by adding the ™ to CakePHP in the default.ctp layout:
 {{{
 <div id="header">
     <h1><?php echo $html->link(__('CakePHP&#x99; : the rapid development
 php framework', true), 'http://cakephp.org'); ?></h1>
 </div>
 }}}

 should produce link text with ... CakePHP™ : the rapid development php
 framework.

 It does not.
