Currently, if an action/controller is requested resulting in a 404 error
(e.g.) the AppController does not invoke beforeFilter() or afterFilter()

Only beforeRender() is invoked at all times

As beforeFilter() is the first possiblity to check the session for USERID
and language/localization (in order to load the correct
components/internalSettings/etc)
it is very important to load all the information right in there.

beforeRender() is just too late to do that, as some models/components
might need this information right after the beforeFilter() method
[[BR]]
[[BR]]
With beforeFilter() beeing ignored the layout (with the 404 message) as
well as some user specific information usually triggered by the
corresponding language selection saved in the database is totally messed
up

[[BR]]
you could work around that be checking inside the beforeRender() if the
beforeFilter() has already defined this vars (if not define it now), but i
dont think this is straight forward or the correct way of implementing
this.
