The $path parameter of the HtmlHelper css method can handle filenames in
locations other than the default css folder, yet the API fails to mention
that. As is, it appears that you are limited to linking to css files
located only in the css folder.[[BR]]

Like JavascriptHelper link method, you can prefix the filename with "/" to
reference files in other directories (http://api.cakephp.org/class
/javascript-helper#method-JavascriptHelperlink ).[[BR]]

Sample wording should match that other description: "If the filename is
prefixed with "/", the path will be relative to the base path of your
application. Otherwise, the path will be relative to your CSS path,
usually webroot/css."
