Comment:

 Here are the concerned unit tests.

 In fact, when first param value is considered as empty by php (null, 0),
 controller->params[pass][0]'s value is 'index' when accessing in "short
 url" mode to the plugin controller (/members/add).

 2 units tests in my file :
 - with a first param, considered as empty (0)
 - without first param
