 Currently the CounterCache feature doesn't check that the conditions for
 the model association is met before updating the count.

 Something that can control when the CounterCache should be
 enabled/disabled would be very useful.

 Example: You have a model "post" and "category", where post belongs to
 category and you want to use the counterCache feature for keeping track on
 the post count for each category, but only for the post that are published
 (post.published=1).

 Some have already begun to work on custom solutions such as:
