#6213: Allow ~ character in url validation

 Currently the url validator does not accept the ~ character.

 I realise this is because the w3 spec (http://www.w3.org/Addressing/URL
 /url-spec.txt) says that you can't use those characters in a url.

 However it is quite common to see a url like this
 http://www.isp.net/~username/

 Can the url validation function be modified to accept the ~ character?

 All browsers accept the ~ character so there is no point saying it is not
 allowed.
