#6252: Recent change in Router breaks url creation for plugin-routes

A recent change in the router (see
https://trac.cakephp.org/changeset/8041/branches/1.2.x.x/cake/libs/router.php
, line 1084, adding of the "else"-part) lead to the wrong generation of
urls to pointing to a plugin.
when being logged in, i.e. in the /admin-area, so for the array
{{{
array('plugin'=>'news','controller'=>'news','action'=>'index');
}}}
instead of
{{{
/admin/news/
}}}
i get
{{{
/admin/news/:controller
}}}
Commenting out the "else"-part fixes the issue. But since I think that the
patch has been added for a reason by gwoo i just want to have an oppinion
what went wrong.
