#6279: Logging levels defined in Cake conflict with other PHP defaults

 I'm not sure if it's part of php-syslog or what, but I'm picking up
 constants similar to this:

 LOG_ERROR = 4[[BR]]
 LOG_WARNING = 5[[BR]]
 LOG_DEBUG = 6[[BR]]
 LOG_NOTICE = 6[[BR]]
 LOG_INFO = 6[[BR]]

 A couple of these conflict with definitions I noticed in cake_log.php and
 the overriding internal PHP values seem to take precendence.  Not sure
 what module the original values are coming from, but it's XAMPP 1.7.0 and
 whatever is enabled there by default has these values up front.
