#6329: TestSuiteShell : unable to test external plugins

TestSuiteShell is not able to launch tests on an external plugin (when
pluginPaths is defined in configuration).
This is because the shell don't check all the paths : plugin path is
forced to APP/plugins/ (in cake/console/testsuite.php) :

if (array_key_exists($category, $paths)) {
$folder = $paths[$category];
} else {
$folder = APP.'plugins'.DS.Inflector::underscore($category).DS;
}
}}}
A patch is joined to correct that. Sorry if for this time i haven't wrote
unit tests.
