#6367: Html Helper image should be able to create full path src

 To be consistent with Html helpers link() method. The image() method
 should also provide full path URL's in the src attribute of an image.

 {{{
 $html->image('ok.png',array('full_base'=>true));

 should create

 <img src="http://example.com/img/ok.png";>
 }}}

 A test case can be: (src of result may not be correct)
 {{{
 $result = $this->Html->image('test.gif',array('full_base'=>true));
 $this->assertTags($result, array('img' => array('src' =>
 WWW_ROOT.'/img/test.gif', 'alt' => '')));
 }}}


 This is needed when sending html emails, etc.
