#6401: Session path incorrectly set on IIS w PHP5-CGI

 On IIS with PHP 5 running via FastCGI on Windows Server 2008 we couldn't
 get sessions to work, because the cookie path was set to /index.php. I
 tracked this back to 'base' being set incorrectly, but couldn't determine
 where it is being set.

 Thus instead of modifying base, I created the attached patch, which fixes
 the issue. It's one character different from a work-around already in
 place.
