Comment:

 There is no distinction on local, intranet hostnames and hostnames with a
 TLD. They are all valid hostnames regarding RFC 1034 chapter 3.5
 (http://www.faqs.org/rfcs/rfc1034.html). This bug is *NOT* invalid.

 I propose to either reference this ticket in the documentation
 (http://book.cakephp.org/view/149/url) or let it open while someone has
 time to fix it.
