#636: console-scree.i cannot find /dev/tty*

charset is failing to set the different /dev/tty because on Etch and Sid,
"/bin/fgconsole --next-available" returns error message "Couldnt get a
file descriptor referring to the console" instead of an integer.
At boot, initng displays the following:
"/usr/bin/charset: line 117: /dev/tty: No such device or address"
