New description:

 InitNG already has a syslog plugin that fetches messages from stderr and
 injects them into syslog. However, in order to be usable to use Qmail from
 InitNG, there should be more features:

  * The plugin should take the logging facility as an argument.
  * It should store log messages in RAM until syslog comes available, and
 inject them then.
  * There should be a limit on how many log messages are stored.
  * Timestamps must be presevered.
  * As a nice feature, it could imitate Qmail's syslog utility, scanning
 the lines for "error" or "warning" keywords and setting the log level
 accordingly.
