#472: Validating, casting and reformatting a datetime value results in an 1-hour
offset (at least for CET)

A form that does nothing but read a datetime string from the user, parse
it and echo it back to the user results in a timeoffset of 1 hour for me.
It seems that either the parsing or the formatting is not timezone aware.
A sample app demonstrating the problem is attached.
