#494: AgaviWebRequest doesn't handle invalid requestUri gracefully

For some reason in IE with debugger turned on in options I was getting
script errors.
It was debugging http:/mysite/://0 - not sure why!
If the URL is set to be something invalid like http:/mysite/://0 then
AgaviWebRequest errors and doesn't handle the request gracefully and
throws errors.
