#517: Add support for XML Schema Instance declarations

Basically, if there are xsi:schemaLocation or
xsi:noNamespaceSchemaLocation attributes, replace constants on the URIs,
load the schemas and run validation.
I'm not yet sure if these values should be used in addition to, or instead
of, a schema declared in the config_handlers.xml validate attribute.
